East Hill FAQ
Quick answers to the questions people ask most about East Hill, Vernon.
Is East Hill a good place to live in Vernon?
For many people it is. East Hill is one of Vernon's most established neighbourhoods, with heritage streets, mature trees, city views, schools and parks close by, and a short walk to downtown. Whether it suits you depends on what you need day to day; these 10 questions can help you decide.
How far is East Hill from downtown Vernon?
Most of East Hill is about a 5–20 minute walk from downtown's 30th Avenue, depending on how far up the hill you are.
What kinds of homes are in East Hill?
Early-1900s heritage and character homes, 1950s–70s family homes (many with suites), newer infill homes and townhomes, and some small revenue properties.
Which schools serve East Hill?
East Hill is in School District No. 22. Hillview Elementary serves much of the area, Silver Star Elementary and École Beairsto are nearby, and Vernon Secondary is in the neighbourhood. Confirm the catchment for a specific address with SD22.
Can I build a carriage house or add a suite in East Hill?
Often yes, since BC's small-scale multi-unit housing rules expanded what many lots allow. It depends on zoning, lot size, servicing and heritage status, so check with the City of Vernon for the specific property.
What should I check when buying an older East Hill home?
Wiring (knob-and-tube or aluminum), old oil tanks, sewer lines, foundation and drainage, permits for past renovations or suites, and whether the home is on the heritage register.

Will the seller of an older East Hill home tell me about its past?
Only partly: a BC seller has to disclose known material latent defects, but isn't obliged to bring up a home's history, such as a death that happened there, unless you ask. Material latent defects are concealed problems with the house or land that an ordinary inspection wouldn't turn up, and they must be disclosed in writing. Something in a home's past is classed as a stigma, which BCFSA says sellers don't have to mention unless they're specifically asked.
Asking does change things. A seller can decline to answer, but any answer they give must be truthful, and if the seller has told their professional not to disclose a stigma, that professional has to decline rather than mislead you. In Wang v. Shao (2019), the BC Court of Appeal held that a general question about the seller's reasons for selling didn't oblige them to reveal a violent death, so keep your questions specific. If something worries you, talk to a lawyer before you commit.

If I call the agent on an East Hill For Sale sign, who are they working for?
The seller: whoever's name is on the sign represents the person selling, not you. You can still ask them general, factual questions about the home. Once the conversation turns to your budget or why you're moving, though, they have to hand you two BCFSA forms first: the Disclosure of Representation in Trading Services and the Disclosure of Risks to Unrepresented Parties.
If you carry on without your own professional, you'll be an unrepresented party. The seller's professional can share facts and prepare a contract the way you ask, but can't coach you on how to word it, and whatever you tell them may be passed along to help the seller. BCFSA strongly recommends having a real estate professional of your own, and one person representing both sides of the same sale is only allowed in very limited situations. This is general information, not legal advice. For the seller's side of hiring a professional, see questions to ask before hiring an agent.

Is it OK to ask a real estate professional how they're being paid?
Yes, and in BC much of it has to be disclosed to you in writing anyway. If a professional represents you, they have to tell you about money or other benefits their brokerage gets, or expects to get, from anyone but you. That covers the seller's side of the commission and referral fees, along with where each comes from and the dollar figure or the formula behind it. Gift cards and loyalty points count too. Sellers get their own form when an offer is presented, setting out in dollars what goes to their brokerage and to the buyer's.
Personal connections are covered as well. If the professional is buying or selling the property themselves, or is acting for their spouse or a company in which they or their spouse hold at least 5%, you'll receive a Disclosure of Interest in Trade before you sign any agreement with them. Asking early is perfectly reasonable. This is general information, not legal advice.
